Republikanische Wähler putschen im Iran und setzen Frauenquoten in der CDU durch - Vermischtes 18.07.2020 Die Serie „Vermischtes“ stellt eine Ansammlung von Fundstücken aus dem Netz dar, die ich subjektiv für interessant befunden habe. Sie werden mit einem Zitat aus dem Text angeteasert, das ich für meine folgenden Bemerkungen dazu für repräsentativ halte. Um meine Kommentare nachvollziehen zu können, ist meist die vorherige Lektüre des verlinkten Artikels erforderlich; ich fasse die Quelltexte nicht noch einmal zusammen. Für den Bezug in den Kommentaren sind die einzelnen Teile durchnummeriert; bitte zwecks der Übersichtlichkeit daran halten. 1) How the GOP Built a Loyal Hispanic Base In a sense, then, it’s paradoxical that the Republican Party’s abandonment of the civil rights mantle—firmly seized in the 1960s by Democrats—helped spur its aggressive courting of Hispanics. But after the Civil Rights Act was passed, the party had to search for ways to make up the support it knew it would no longer receive from African Americans. To help do so, Republican operatives turned to leaders in the Mexican American and Cuban American communities who had a deep allegiance to values like religion, free enterprise, and anti-communism. These leaders, not willing to abandon civil rights altogether, hoped that they could move the GOP toward adopting greater respect for immigrants and greater educational opportunity. They became some of the party’s earliest Hispanic boosters. [...] If Reagan’s more balanced approach provided a more solidified, loyal Hispanic base, the years under both George H. W. and George W. Bush illustrated the ways in which demonstrating familiarity and respect can help such a base grow. Both Bushes appointed multiple Latinos to their cabinets as well as other key posts, and both took policy positions that showed a better understanding of the community and its concerns, if not alignment with the majority of its people. They were visibly pro-immigrant, and both made policy overtures on issues like education and trade, which were important to Hispanic Republican leaders. Both Bushes were important counterweights to the GOP’s growing restrictionist wing. The younger Bush, for example, resisted attempts to deny nonemergency health care, public schooling, and other services to undocumented immigrants while governor of Texas, and supported bilingual education. He was rewarded with high-water marks of Hispanic support for a Republican presidential candidate: 40 percent in 2000, and 44 percent in 2004. (Cecilia Munos, Washington Monthly) Es ist faszinierend, wie die GOP einerseits die gewaltigen Fortschritte der Bush-Ära komplett verspielt hat und wie groß andererseits der Anteil der Latinx-Menschen ist, die der Partei immer noch die Stange halten. Ich denke, dahinter steckt eine ähnliche Dynamik wie mit den Deutschtürken: eigentlich sollte die CDU für sie eine attraktive Partei sein - Stichwort traditionelle Werte - aber Rassismusprobleme treiben diese Wählerpotenziale immer weg. In den USA funktioniert diese Dynamik besser, weil der Anti-Latinx-Rassismus der GOP spezifischere Herkunftsländer anvisiert. So ist die Partei sehr freundlich gegenüber Kubanern, während sie offen rassistisch gegen die "Festlands-Latinx" operiert. Dieses Artefakt aus der Zeit der kubanischen Revolution hält sich sehr hartnäckig und hilft der GOP sehr. Aber mittlerweile dürfte die Türe für eine Öffnung gegenüber dieser Ethnie weitgehend zugeschlagen sein. 2) Penny-wise, pound-foolish: The Iranian Coup of 1953 “For the cost of a few hired mobs,” writes Brands, Operation TPAJAX established Iran’s pro-U.S. strategic alignment “for 25 years.” [...] The United States stuck with the shah, as it stuck with many military dictators in the Global South. Part of this was preference — policymakers distrusted Iran’s nationalists and believed that the shah, despite his faults, offered the best way of maintaining Iran’s pro-U.S. strategic alignment. Policy choices had limited U.S. options: By toppling Mosaddeq, subverting Iran’s Constitution, and raising the shah to the level of dictator, the United States narrowed its field of viable allies in Iran. TPAJAX eliminated the short-term threat of communism, but did little to stabilize Iran or ensure its pro-U.S. alignment should the shah’s position weaken. Brands’ prediction of a return to Cold War-era covert regime change looks like it might be coming true. In 2020, supporters of the Trump administration’s policy of “maximum pressure” against the Islamic Republic of Iran defend regime change as a feasible and “liberal” policy option. Reexamining the 1953 coup’s planning, execution, and impact is relevant to examining the current U.S. stance toward Iran. The coup of 1953 served U.S. interest, but only in a narrow sense. Policymakers considering a similar campaign against the Islamic Republic would do well to consider this history, and its implications for contemporary policy. (Gregory Brews, War on the Rocks) Wenn man das Zitat liest, dass US-Sicherheitspolitiker es tatsächlich als einen guten Trade-Off betrachteten, einen brutalen aber US-freundlichen Diktator 25 Jahre im Amt gehalten zu haben, läuft einem der kalte Schauer über den Rücken. Nicht nur, dass das Regime des Schahs an Brutalität dem folgenden Ayatollah-Regime in wenig nachstand. Auch ist der Iran seit mittlerweile über 40 Jahren eine brutale islamistische Diktatur, ein Dauer-Unruheherd in der Region und proliferierter Stifter von Terrorismus. Niemals wäre Mossadeghs semi-sozialistische Politik, die die USA mit ihrem Putsch zu stoppen hofften, so schlimm gewesen wie Schah oder Ayatollah. Stattdessen hätte man einen blockfreien, säkularen Iran gehabt. Das wäre aus heutiger Sicht traumhaft. Die Geschichte des Kalten Krieges ist voll solcher schlechter Entscheidungen. 3) Kramp-Karrenbauer will verbindliche Frauenquote in der CDU CDU-Chefin Annegret Kramp-Karrenbauer plädiert für Parität in ihrer Partei. Zudem will sie die Gruppierung Lesben und Schwule in der Union (LSU) aufwerten. Ihr Plan: Bis zum Jahr 2023 soll in der CDU eine verbindliche Frauenquote von 50 Prozent durchgesetzt werden und die LSU soll als "Sonderorganisation" offiziell anerkannt werden. [...] Mit dem Status einer "Sonderorganisation" hätte die LSU Rechte zur Mitwirkung an der politischen Willensbildung der CDU und würde ein eigenes Antragsrecht auf dem Bundesparteitag bekommen. [...] Über die Frauenquote heißt es: "Frauen sollen an Parteiämtern in der CDU und an öffentlichen Mandaten gleich beteiligt sein." Über die Quote wird in der CDU schon länger kontrovers diskutiert. Die Frauen-Union hatte unter anderem beantragt, das Quorum von einem Drittel Frauen mit Ämtern und Mandaten verbindlich zu machen und für Kandidatenlisten überwiegend die hälftige Besetzung mit Frauen vorzusehen. (dpa, SpiegelOnline) Mittlerweile hat uns Stefan Pietsch ja bereits ein flammendes Plädoyer gegen die Frauenquote gegeben, weswegen ich hier vor allem das Quotenthema als symbolisch für den innerparteilichen Wandel der CDU diskutieren will. Kramp-Karrenbauer steht ja in der Tradition der Merkel-Modernisierung, einer Akzeptanz des gesellschaftlichen Wandels seit 1998 - und damit in ziemlicher Opposition zu Friedrich Merz, der sich klar als Vertreter der traditionelleren CDU inszeniert. Das Problem für Merz und andere eher mit der Werteunion sympathisierende Leute ist, dass die Mehrheitsmeinung sich mittlerweile fundamental gedreht hat. Merz' Herumlavieren gegenüber Kramp-Karrenbauers Vorstoß - er vermied es sehr pointiert, sich dagegen auszusprechen - er erklärte im Endeffekt, er sei dagegen, aber dafür wenn man ihn wähle - dass es ein "Zurück" für die CDU nicht geben kann. Wer auch immer Merkel beerben wird sollte sich besser von der Illusion verabschieden, sie in die vermeintlich glorreichen Zeiten der geistig-moralischen Wende zurückführen zu wollen. 4) Study on Harvard finds 43 percent of white students are legacy, athletes, related to donors or staff The study, published earlier this month in the National Bureau of Economic Research, found that 43 percent of white students admitted to Harvard University were recruited athletes, legacy students, children of faculty and staff, or on the dean’s interest list — applicants whose parents or relatives have donated to Harvard. That number drops dramatically for black, Latino and Asian American students, according to the study, with less than 16 percent each coming from those categories. The study also found that roughly 75 percent of the white students admitted from those four categories, labeled 'ALDCs' in the study, “would have been rejected if they had been treated as white non-ALDCs,” the study said. Almost 70 percent of all legacy applicants are white, compared with 40 percent of all applicants who do not fall under those categories, the authors found. “Removing preferences for athletes and legacies would significantly alter the racial distribution of admitted students, with the share of white admits falling and all other groups rising or remaining unchanged,” the study said. Harvard’s acceptance rate for its class of 2023 was just 4.5 percent. (Danielle Silva, NBC) Wo wir gerade bei Quoten sind, was in den USA super funktioniert ist die Quote für Kinder reicher weißer Menschen, trotz ungenügender Leistungen in den Genuss von angesehenen Zertifikaten und einflussreichen Netzwerken zu kommen. Die Legacy Admissions sind nichts als gekaufte Zugänge zu den Eliteunis, und es ist wenig verwunderlich, dass fast die Hälfte aller Studenten aus denen kommt. Auch wenig verwunderlich, dass Quoten für diese Institutionen so erbittert abgelehnt werden, denn sie erzwingen eine Auswahl von StudentInnen, die tatsächlich Leistungen erbracht haben und nicht nur über Geld verfügen. Jeder Prozentpunkt der Studentenschaft, der über eine Quote nach Harvard kommt, ist ein Prozentpunkt, den die Institution nicht verkaufen kann. Das bekommt man eben bei einem auf Gewinn ausgerichteten privaten Unternehmen. 5) Biracial student charged with murder says he was standing his ground After the two made a late-night run to Taco Bell, Johnson said, they were harassed in traffic by a group in a black Chevrolet Silverado. The attorney said that males in the pickup hung out the windows, yelling a racial slur at Wilson, calling his white girlfriend an “(n-word) lover,” and screaming, “Your lives don’t matter.” The Silverado then tried to run Wilson’s smaller Ford Focus off the road, according to Johnson. When Wilson heard something strike his car, he shot at the truck, Johnson said. [...] Twenty pages of investigative records on the case, released by the Statesboro Police Department and based mostly on accounts from passengers in the Silverado, describe two to three shots being fired, then a final bullet going through truck’s rear window and striking Hutcheson, who was in the center of the back seat, in the head. Hutcheson died later at East Georgia Regional Medical Center. Wilson turned himself in to police on June 17 and has been held in the Bulloch County jail since then. Johnson and other members of Wilson’s defense team expressed outrage Monday that police omitted the self-defense angle in their public statements about the case, accusing police of giving far more credibility to the accounts of the four white teens who were with Hutcheson in the pickup. The driver told police that he, the other two boys and two girls had all been drinking earlier. Wilson and his girlfriend told police about the racial slurs and nearly being run off the road, the defense attorney said, but the investigative notes say little about their accounts other than that his girlfriend “admitted observing Wilson shoot in the direction of the black truck” and that Wilson “admitted to shooting ‘under’ the truck.” (Johnny Edwards, AJC) Die krasse Ungleichbehandlung von Schwarzen und Weißen in Bezug auf ihre Second-Amendment-Rechte ist mehr als deutlich, aber hier sieht man mal wieder ein Beispiel. Wo Frank Zimmermann auf offener Straße ein Kind ermorden konnte und problemlos straffrei davonkam, wird ein Schwarzer, der sich seines Lebens wehrt, sofort als Täter behandelt. Die Waffenrechte waren immer schon rassistische Instrumente und galten nur für Weiße; das haben Mitte des 20. Jahrhunderts ja die Black Panther auch schon eindrücklich bewiesen. 6) Regierung beschließt Gleichstellungsstrategie Die Strategie benennt laut Ministerium drei Herausforderungen, die sie durch das Erreichen von insgesamt neun Zielen meistern will: Frauen und Männer sollten erstens gleichermaßen gut von ihrem Einkommen leben und „gleichberechtigt Erziehungs-, Haushalts- und Pflegearbeit wahrnehmen“. Zweitens sollten sie Wirtschaft, Politik, Kultur und Wissenschaft gleichermaßen gestalten. Drittens gehe es darum, wie die „Bundesregierung Gleichberechtigung zwischen Frauen und Männern in allen Politikbereichen herstellen“ kann. [...] Die Gleichstellungsstrategie ist die nächste in einer Reihe von Maßnahmen in der Berliner Politik in dieser Woche. Erst am Dienstag hatte sich die große Koalition auf die Gründung einer Bundesstiftung zur Gleichstellung geeinigt. Die Union und die SPD wollen damit ein Vorhaben aus ihrem Koalitionsvertrag umsetzen. Ebenfalls am Mittwoch hatte sich die CDU auf die Einführung einer Frauenquote geeinigt. [...] Die Ministerin sprach sich zudem abermals für eine Abschaffung des Ehegattensplittings aus. Dieses verschaffe der Einverdiener-Familie Vorteile. In der Regel sei dann die Frau nicht berufstätig. Das sei aus „gleichstellungspolitischer Sicht nicht gerade positiv“. Sie sehe aber nicht, dass eine Abschaffung des Ehegattensplittings in dieser Legislaturperiode mit dem Koalitionspartner möglich sei. (dpa, FAZ) Es ist gut zu sehen, dass in der SPD mit Franziska Giffey einerseits eine sehr kompetente und andererseits eine engagierte Familienministerin am Werk ist. Mit der Besetzung dieses Amtes hatte die Partei bisher generell ein glückliches Händchen, wie auch beim Gesundheitsministerium. Die Gleichstellungsstrategie, die Giffey hier vorgestellt hat, enthält super-sinnvolle Zielsetzungen. Wie dann die Umsetzung genau aussehen wird muss man sehen, davon hängt natürlich die endgültige Bewertung ab. Aber die Stoßrichtung ist klar benannt und geht absolut in die richtige Richtung. 7) What the Lincoln Project Ad Makers Get About Voters (and What Dems Don’t) How has one renegade super PAC managed to trigger Trump and his allies so thoroughly? Part of it is surely frustration that a group of Republicans would issue a full-throated endorsement of Joe Biden. Part of it is skill: The Lincoln Project ads are slick, quick and filled with damning quotes and unflattering photos. But part of it might just be that Republicans are better at this than Democrats. Trump may sense that these ads are especially dangerous because they pack an emotional punch, using imagery designed to provoke anxiety, anger and fear—aimed at the very voters who were driven to him by those same feelings in 2016. And history, even science, suggests that might in fact be the case—that Republicans have a knack for scaring the hell out of people, and that makes for some potent ads. [...] The secret of fearmongering is a willingness to go there, and that’s where the Republicans of the Lincoln Project might have an advantage over Trump’s left-leaning opponents. The group’s founders aren’t calibrating their ads around a Democratic base that mistrusts the military, delves into nuance or shies away from causing offense. That leaves ample room for dog-whistle symbols that range from clichés to horror-movie tropes: One ad accuses Trump of being played by China and ends with the image of the White House, the entire screen tinted red. (Joanna Weiss, Politico) Das Problem beim "getting" der Wähler ist nicht so sehr, dass die Strategen der Democrats zu blöd dafür wären, sondern dass ihr Elektorat schlicht anders tickt. Erinnert sich noch jemand an die Vorwahlen 2015, als Jim Webb versuchte, die Herzen der Wähler zu erobern? Der Mann trat im Endeffekt genau mit der oben beschriebenen Strategie an. Damit hätte er in den 1980er Jahren sicher punkten können, vielleicht auch noch in den 1990er Jahren. Aber in der Partei von heute ist damit kein Blumentopf zu gewinnen. Die Never-Trumper visieren eine sehr schmale Wählerschicht an. Das tun sie auch effektiv, aber wir reden hier von 1-2% derjenigen WählerInnen, die auf Bidens Seite zu ziehen sind. Man sollte sich hüten, das zu verallgemeinern. Dieser Trend, nur in republikanischen Wählern echte Amerikaner zu sehen, die irgendetwas zählen, ist aber bedauerlicherweise sehr weit verbreitet und ein tief eingegrabenes Klischee. 8) Democrats can't afford to let former Republicans co-opt the party It follows that it will be critically important for a Biden administration — if it cares to keep the Democratic Party in power — to both address the growing concerns about bigotry and restore economic security. Attacking racism is plainly popular and necessary, and what's more, as Bouie rightly argues in another article, egalitarian economic policy is vital for fixing the problem of police brutality and mass incarceration. On the other hand, failing to fix the coronavirus depression (as President Obama failed to fix the Great Recession) leaves open the future possibility of a more skilled and competent demagogue following in Trump's footsteps. If unemployment and production are still in the toilet in November 2022, Biden and the Democrats will be blamed for it. Figures in the Lincoln Project are suitable for neither of these tasks. Before their dislike of Trump got them crosswise with the conservative mainstream, they were committed Republicans who generally disliked if not hated Barack Obama, and pushed austerity and deregulation — precisely the opposite of what is needed to fix the economy. Indeed, Steve Schmidt, one of the groups co-founders, was John McCain's senior strategist for the 2008 campaign, and convinced him to pick Sarah Palin as a running mate — the most important forerunner for Trump's brand of emboldened stupidity. Stuart Stevens, an adviser for the organization, was similarly a senior strategist for Mitt Romney on the 2012 campaign, which eagerly sought and received Trump's endorsement. Others have done worse — Ben Howe, reportedly the project's video whiz, once boasted on Twitter that he would have shot Michael Brown of Ferguson himself if given the chance. Howe now says he regrets those comments, as does Stevens, but these are still not particularly credible messengers for either economic populism or racial justice. (Ryan Cooper, The Week) Man muss sich, um Fundstück 7 aufzugreifen, auch davor hüten, die Leute vom Lincoln Project im Speziellen und die Never-Trumpers im Allgemeinen als Verbündete zu betrachten. Sie sind, um die Sprache des Ersten Weltkriegs zu benutzen, allenfalls assoziierte Mächte. Man hat denselben Feind, aber man ist nicht zwingend auf derselben Seite. Stephen Colbert hat das ziemlich deutlich gemacht, als er dem ehemaligen GOP-Strategen Rick Wilson, der maßgeblich am Lincoln-Project arbeitete, eine Falle stellte und das Unternehmen heftig kritisierte. Die unbedingt notwendige Distanz, an der es in den vergangenen Wochen etwas mangelte, wird gerade wieder hergestellt. 9) Komplexität auszublenden ist totalitär Straßen umzubenennen, sei eine heikle und schwierige Angelegenheit: In der Debatte gebe es zwei Extreme, sagt Rödder. Auf der einen Seite gebe es die Vorstellung, dass etwas immer schon so gewesen sei und nichts verändert werden dürfe. „Unser Stadtraum als unveränderliches Museum ist das eine Problem.“ Das andere sei der „Bildersturm“. Da gehe es dann nicht nur um Hindenburg. „Jeder, der irgendwie rassistisch oder frauenfeindlich war – da bleibt kein Mann aus der Weltgeschichte im Grunde mehr übrig.“ Die Auslöschung der Erinnerung, von Widersprüchlichkeit und Komplexität der Geschichte sei die Vorstellung, dass man eine neue, ganz reine Welt schaffen könne. „Das ist im Kern totalitär“, sagt Rödder. „Wir müssen ein vernünftiges Maß und eine vernünftige Mitte dazwischen finden.“ [...] Als weiteres Beispiel nannte der Historiker ein Quartier in Mainz, das nach Jagdfliegern benannt sei. „Was machen wir mit Richthofen, mit Möllern?“ Das seien Jagdflieger im Ersten Weltkrieg gewesen, die in ihrer Zeit als Helden galten. „Wir würden heute sagen, für uns sind das natürlich keine Helden mehr.“ Aber müssten die Straßen deshalb umbenannt werden? „Oder können wir das historische Erbe annehmen?“, so Rödder. (Korbinian Frenzel, Deutschlandfunk) Ich kann dieses Strohmannargument auf den Tod nicht ausstehen, wo jemand zwei Extreme skizziert und dann Maß und Mitte fordert. Das ist immer mehr Selbstinszenierung als Argumentation, denn die Extreme vertritt ja praktisch keiner. Ein historisches Erbe anzunehmen ist absolut wichtig, aber genauso gut kann ich das umdrehen: Nehmen wir das historische Erbe an, erkennen etwa die Problematik von Luftwaffe-Jagdfliegern im Zweiten Weltkrieg, und benennen um. Denn ja, Straßen (und andere Einrichtungen) umzubenennen ist heikel und schwierig. Deswegen stellt man für so was HistorikerInnenkommissionen auf und diskutiert es dann ausführlich in den entsprechenden Gremien (meisten den kommunalen Institutionen). Aber ich habe darüber ja schon mal geschrieben. 10) We Asked a Military Expert to Dream Up a U.S.-China War. We Wish We Hadn't. The biggest diplomatic and political challenge that both countries face will probably be finding a way for the other side to give up while maintaining its “honor.” No one benefits if this war becomes a struggle for regime survival, or for national prestige. [...] The prospect for US conflict with China in the Asia-Pacific depends on a basic appreciation of the changing balance of economic and military power. World War I could not change the fact that Germany would remain the largest and most powerful state in Central Europe. Similarly, war is unlikely to change the long-term trajectory of Chinese growth and assertiveness. [...] A key to peace involves the re-establishment of productive economic relations between China, the United States, and the rest of the Pacific Rim. Regardless of how the war plays out, it will almost certainly disrupt patterns of trade and investment around the world. If either side decides to attack (or, more likely, inter) commercial shipping, the impact could devastate firms and countries that have no direct stake in the war. However, the governments of both the US and China will face strong pressures to facilitate the resumption of full trade relations, at least in consumer goods. China will not find it difficult to reconstruct war losses. Even if the United States effectively annihilates the PLAN and the PLAAF, we can expect that the Chinese shipbuilding and aviation industries will replace most losses within the decade, probably with substantial assistance from Russia. Indeed, significant Chinese war losses could reinvigorate both the Russian shipbuilding and aviation industries. Moreover, the war will, by necessity, “modernize” the PLA and PLAAF by destroying legacy capability. A new fleet of ships and planes will replace the legacy force. War losses to trained personnel will hurt, but the experience gained in combat will produce a new, highly trained and effective corps of personnel. This will lead to better, more realistic training for the next generations of PLA soldiers, sailors, and airmen. Win or lose, the Chinese military will likely be more lethal a decade after the war. (Robert Farley, National Interest) Was man aus dieser Einschätzung (der Artikel ist noch länger und ausführlicher und lohnt sich!) klar erkennen kann ist der Grund, warum es zu einem kriegerischen Konflikt zwischen den USA und China kommen könnte. Zwar sind die Folgewirkungen vor allem auf wirtschaftlichem Gebiet für beide Seiten verheerend (und für uns dann auch, selbst wenn wir keine Kriegsparteien sind), aber das galt 1914 auch. Damals waren beide Seiten auch bereit, den Schaden hinzunehmen. Eine ähnliche Dynamik ist hier erkennbar. Für China lohnt sich der Konflikt schon alleine deswegen, weil man danach relativ zu den USA in einer besseren Position ist, absurderweise sogar, wenn man den Konflikt verliert. Die Franzosen wissen, wie sich so etwas anfühlt; sie waren 1939 in einer relativ schlechteren Lage, obwohl sie 1918 gewonnen hatten. Und für die USA steht, natürlich, die nationale Ehre auf dem Spiel, ein Argument, das schon in der Römischen Republik gezogen hat, um die Legionen hinter die Donau zu schicken. 11) The Republican coronavirus meatgrinder For months now Republicans have been positing a tradeoff between pandemic containment and the economy, as if we just cancel the lockdowns then everything can go back to normal. What they stubbornly refuse to understand is that the virus is the problem. As we are seeing, even in this benighted country a critical mass of people will not go about their normal activities if they are afraid of catching a dangerous disease. Similarly, Sweden did not officially lock down, and as a result it has suffered six-12 times as many deaths as its Scandinavian neighbors — yet its economy took just as bad a hit as theirs. Now that Norway, Denmark, and Finland have contained the virus and are reopening safely but many Swedes are still staying home, the economic damage will be even worse in relative terms. From the start it has been obvious that Donald Trump would not do anything serious about the pandemic. He has never before faced a problem he could not squirm out of by lying, BSing, whining, or blaming others. He is neither interested in containment, nor would he be capable of doing so even if he were. What matters to him is appearances, specifically coverage of him on cable news. Thus his constant chatter about slowing down the rate of testing so that he won't look bad. And the rest of the Republican Party, because it has become a cult of personality atop an oligarchy, has no choice but to defend whatever he happens to say. Businesses and schools will simply not be able to open back up this fall without a major containment effort. Trying to bludgeon them into doing so will merely create more outbreak clusters and force them to close right back down again. Which is why that is probably what is going to happen. You can always rely on Republicans to pick the worst of all possible options. (Ryan Cooper, The Week) Abgesehen davon, wie sehr die Pandemiepolitik bestätigt, dass die Republicans eine katastrophale, fundamental regierungsuntaugliche Partei sind - solange dieser Zustand anhält, ist wirklich schwer vorstellbar, dass Trump die Wahlen im November gewinnen kann. Die Frage ist, ob dieser Zustand anhalten wird. Vorstellbar ist einerseits ein Richtungswechsel, andererseits aber ein Wandel in der Bewertung durch die Wählerschaft. Es ist nicht eben unrealistisch anzunehmen, dass im November die Todeszahlen des Zweiten Weltkriegs erreicht sind, aber eine Abstumpfung stattgefunden hat. Darauf setzt die GOP bei ihrer Politik ja, das sprechen ihre PolitikerInnen ja offen aus: die Leute sollen sich an das leben mit dem Corona-Tod gewöhnen. Das widerwärtig-zynische Kalkül könnte aufgehen.

Die Serie „Vermischtes“ stellt eine Ansammlung von Fundstücken aus dem Netz dar, die ich subjektiv für interessant befunden habe. Sie werden mit einem Zitat aus dem Text angeteasert, das ich für meine folgenden Bemerkungen dazu für repräsentativ halte. Um meine Kommentare nachvollziehen zu können, ist meist die vorherige Lektüre des verlinkten Artikels erforderlich; ich fasse die Quelltexte nicht noch einmal zusammen. Für den Bezug in den Kommentaren sind die einzelnen Teile durchnummeriert; bitte zwecks der Übersichtlichkeit daran halten.

1) How the GOP Built a Loyal Hispanic Base

In a sense, then, it’s paradoxical that the Republican Party’s abandonment of the civil rights mantle—firmly seized in the 1960s by Democrats—helped spur its aggressive courting of Hispanics. But after the Civil Rights Act was passed, the party had to search for ways to make up the support it knew it would no longer receive from African Americans. To help do so, Republican operatives turned to leaders in the Mexican American and Cuban American communities who had a deep allegiance to values like religion, free enterprise, and anti-communism. These leaders, not willing to abandon civil rights altogether, hoped that they could move the GOP toward adopting greater respect for immigrants and greater educational opportunity. They became some of the party’s earliest Hispanic boosters. [...] If Reagan’s more balanced approach provided a more solidified, loyal Hispanic base, the years under both George H. W. and George W. Bush illustrated the ways in which demonstrating familiarity and respect can help such a base grow. Both Bushes appointed multiple Latinos to their cabinets as well as other key posts, and both took policy positions that showed a better understanding of the community and its concerns, if not alignment with the majority of its people. They were visibly pro-immigrant, and both made policy overtures on issues like education and trade, which were important to Hispanic Republican leaders. Both Bushes were important counterweights to the GOP’s growing restrictionist wing. The younger Bush, for example, resisted attempts to deny nonemergency health care, public schooling, and other services to undocumented immigrants while governor of Texas, and supported bilingual education. He was rewarded with high-water marks of Hispanic support for a Republican presidential candidate: 40 percent in 2000, and 44 percent in 2004. (Cecilia Munos, Washington Monthly)

Es ist faszinierend, wie die GOP einerseits die gewaltigen Fortschritte der Bush-Ära komplett verspielt hat und wie groß andererseits der Anteil der Latinx-Menschen ist, die der Partei immer noch die Stange halten. Ich denke, dahinter steckt eine ähnliche Dynamik wie mit den Deutschtürken: eigentlich sollte die CDU für sie eine attraktive Partei sein - Stichwort traditionelle Werte - aber Rassismusprobleme treiben diese Wählerpotenziale immer weg. In den USA funktioniert diese Dynamik besser, weil der Anti-Latinx-Rassismus der GOP spezifischere Herkunftsländer anvisiert. So ist die Partei sehr freundlich gegenüber Kubanern, während sie offen rassistisch gegen die "Festlands-Latinx" operiert. Dieses Artefakt aus der Zeit der kubanischen Revolution hält sich sehr hartnäckig und hilft der GOP sehr. Aber mittlerweile dürfte die Türe für eine Öffnung gegenüber dieser Ethnie weitgehend zugeschlagen sein.

2) Penny-wise, pound-foolish: The Iranian Coup of 1953

“For the cost of a few hired mobs,” writes Brands, Operation TPAJAX established Iran’s pro-U.S. strategic alignment “for 25 years.” [...] The United States stuck with the shah, as it stuck with many military dictators in the Global South. Part of this was preference — policymakers distrusted Iran’s nationalists and believed that the shah, despite his faults, offered the best way of maintaining Iran’s pro-U.S. strategic alignment. Policy choices had limited U.S. options: By toppling Mosaddeq, subverting Iran’s Constitution, and raising the shah to the level of dictator, the United States narrowed its field of viable allies in Iran. TPAJAX eliminated the short-term threat of communism, but did little to stabilize Iran or ensure its pro-U.S. alignment should the shah’s position weaken. Brands’ prediction of a return to Cold War-era covert regime change looks like it might be coming true. In 2020, supporters of the Trump administration’s policy of “maximum pressure” against the Islamic Republic of Iran defend regime change as a feasible and “liberal” policy option. Reexamining the 1953 coup’s planning, execution, and impact is relevant to examining the current U.S. stance toward Iran. The coup of 1953 served U.S. interest, but only in a narrow sense. Policymakers considering a similar campaign against the Islamic Republic would do well to consider this history, and its implications for contemporary policy. (Gregory Brews, War on the Rocks)

Wenn man das Zitat liest, dass US-Sicherheitspolitiker es tatsächlich als einen guten Trade-Off betrachteten, einen brutalen aber US-freundlichen Diktator 25 Jahre im Amt gehalten zu haben, läuft einem der kalte Schauer über den Rücken. Nicht nur, dass das Regime des Schahs an Brutalität dem folgenden Ayatollah-Regime in wenig nachstand. Auch ist der Iran seit mittlerweile über 40 Jahren eine brutale islamistische Diktatur, ein Dauer-Unruheherd in der Region und proliferierter Stifter von Terrorismus. Niemals wäre Mossadeghs semi-sozialistische Politik, die die USA mit ihrem Putsch zu stoppen hofften, so schlimm gewesen wie Schah oder Ayatollah. Stattdessen hätte man einen blockfreien, säkularen Iran gehabt. Das wäre aus heutiger Sicht traumhaft. Die Geschichte des Kalten Krieges ist voll solcher schlechter Entscheidungen.

3) Kramp-Karrenbauer will verbindliche Frauenquote in der CDU

CDU-Chefin Annegret Kramp-Karrenbauer plädiert für Parität in ihrer Partei. Zudem will sie die Gruppierung Lesben und Schwule in der Union (LSU) aufwerten. Ihr Plan: Bis zum Jahr 2023 soll in der CDU eine verbindliche Frauenquote von 50 Prozent durchgesetzt werden und die LSU soll als "Sonderorganisation" offiziell anerkannt werden. [...] Mit dem Status einer "Sonderorganisation" hätte die LSU Rechte zur Mitwirkung an der politischen Willensbildung der CDU und würde ein eigenes Antragsrecht auf dem Bundesparteitag bekommen. [...] Über die Frauenquote heißt es: "Frauen sollen an Parteiämtern in der CDU und an öffentlichen Mandaten gleich beteiligt sein." Über die Quote wird in der CDU schon länger kontrovers diskutiert. Die Frauen-Union hatte unter anderem beantragt, das Quorum von einem Drittel Frauen mit Ämtern und Mandaten verbindlich zu machen und für Kandidatenlisten überwiegend die hälftige Besetzung mit Frauen vorzusehen. Mittlerweile hat uns Stefan Pietsch ja bereits ein flammendes Plädoyer gegen die Frauenquote gegeben, weswegen ich hier vor allem das Quotenthema als symbolisch für den innerparteilichen Wandel der CDU diskutieren will. Kramp-Karrenbauer steht ja in der Tradition der Merkel-Modernisierung, einer Akzeptanz des gesellschaftlichen Wandels seit 1998 - und damit in ziemlicher Opposition zu Friedrich Merz, der sich klar als Vertreter der traditionelleren CDU inszeniert. Das Problem für Merz und andere eher mit der Werteunion sympathisierende Leute ist, dass die Mehrheitsmeinung sich mittlerweile fundamental gedreht hat. Merz' Herumlavieren gegenüber Kramp-Karrenbauers Vorstoß - er vermied es sehr pointiert, sich dagegen auszusprechen - er erklärte im Endeffekt, er sei dagegen, aber dafür wenn man ihn wähle - dass es ein "Zurück" für die CDU nicht geben kann. Wer auch immer Merkel beerben wird sollte sich besser von der Illusion verabschieden, sie in die vermeintlich glorreichen Zeiten der geistig-moralischen Wende zurückführen zu wollen.

4) Study on Harvard finds 43 percent of white students are legacy, athletes, related to donors or staff

The study, published earlier this month in the National Bureau of Economic Research, found that 43 percent of white students admitted to Harvard University were recruited athletes, legacy students, children of faculty and staff, or on the dean’s interest list — applicants whose parents or relatives have donated to Harvard. That number drops dramatically for black, Latino and Asian American students, according to the study, with less than 16 percent each coming from those categories. The study also found that roughly 75 percent of the white students admitted from those four categories, labeled 'ALDCs' in the study, “would have been rejected if they had been treated as white non-ALDCs,” the study said. Almost 70 percent of all legacy applicants are white, compared with 40 percent of all applicants who do not fall under those categories, the authors found. “Removing preferences for athletes and legacies would significantly alter the racial distribution of admitted students, with the share of white admits falling and all other groups rising or remaining unchanged,” the study said. Harvard’s acceptance rate for its class of 2023 was just 4.5 percent. Wo wir gerade bei Quoten sind, was in den USA super funktioniert ist die Quote für Kinder reicher weißer Menschen, trotz ungenügender Leistungen in den Genuss von angesehenen Zertifikaten und einflussreichen Netzwerken zu kommen. Die Legacy Admissions sind nichts als gekaufte Zugänge zu den Eliteunis, und es ist wenig verwunderlich, dass fast die Hälfte aller Studenten aus denen kommt. Auch wenig verwunderlich, dass Quoten für diese Institutionen so erbittert abgelehnt werden, denn sie erzwingen eine Auswahl von StudentInnen, die tatsächlich Leistungen erbracht haben und nicht nur über Geld verfügen. Jeder Prozentpunkt der Studentenschaft, der über eine Quote nach Harvard kommt, ist ein Prozentpunkt, den die Institution nicht verkaufen kann. Das bekommt man eben bei einem auf Gewinn ausgerichteten privaten Unternehmen.

5) Biracial student charged with murder says he was standing his ground

After the two made a late-night run to Taco Bell, Johnson said, they were harassed in traffic by a group in a black Chevrolet Silverado. The attorney said that males in the pickup hung out the windows, yelling a racial slur at Wilson, calling his white girlfriend an “(n-word) lover,” and screaming, “Your lives don’t matter.” The Silverado then tried to run Wilson’s smaller Ford Focus off the road, according to Johnson. When Wilson heard something strike his car, he shot at the truck, Johnson said. [...] Twenty pages of investigative records on the case, released by the Statesboro Police Department and based mostly on accounts from passengers in the Silverado, describe two to three shots being fired, then a final bullet going through truck’s rear window and striking Hutcheson, who was in the center of the back seat, in the head. Hutcheson died later at East Georgia Regional Medical Center. Wilson turned himself in to police on June 17 and has been held in the Bulloch County jail since then. Johnson and other members of Wilson’s defense team expressed outrage Monday that police omitted the self-defense angle in their public statements about the case, accusing police of giving far more credibility to the accounts of the four white teens who were with Hutcheson in the pickup. The driver told police that he, the other two boys and two girls had all been drinking earlier. Wilson and his girlfriend told police about the racial slurs and nearly being run off the road, the defense attorney said, but the investigative notes say little about their accounts other than that his girlfriend “admitted observing Wilson shoot in the direction of the black truck” and that Wilson “admitted to shooting ‘under’ the truck.” (Johnny Edwards, AJC)

Die krasse Ungleichbehandlung von Schwarzen und Weißen in Bezug auf ihre Second-Amendment-Rechte ist mehr als deutlich, aber hier sieht man mal wieder ein Beispiel. Wo Frank Zimmermann auf offener Straße ein Kind ermorden konnte und problemlos straffrei davonkam, wird ein Schwarzer, der sich seines Lebens wehrt, sofort als Täter behandelt. Die Waffenrechte waren immer schon rassistische Instrumente und galten nur für Weiße; das haben Mitte des 20. Jahrhunderts ja die Black Panther auch schon eindrücklich bewiesen.

6) Regierung beschließt Gleichstellungsstrategie

Die Strategie benennt laut Ministerium drei Herausforderungen, die sie durch das Erreichen von insgesamt neun Zielen meistern will: Frauen und Männer sollten erstens gleichermaßen gut von ihrem Einkommen leben und „gleichberechtigt Erziehungs-, Haushalts- und Pflegearbeit wahrnehmen“. Zweitens sollten sie Wirtschaft, Politik, Kultur und Wissenschaft gleichermaßen gestalten. Drittens gehe es darum, wie die „Bundesregierung Gleichberechtigung zwischen Frauen und Männern in allen Politikbereichen herstellen“ kann. [...] Die Gleichstellungsstrategie ist die nächste in einer Reihe von Maßnahmen in der Berliner Politik in dieser Woche. Erst am Dienstag hatte sich die große Koalition auf die Gründung einer Bundesstiftung zur Gleichstellung geeinigt. Die Union und die SPD wollen damit ein Vorhaben aus ihrem Koalitionsvertrag umsetzen. Ebenfalls am Mittwoch hatte sich die CDU auf die Einführung einer Frauenquote geeinigt.  [...] Die Ministerin sprach sich zudem abermals für eine Abschaffung des Ehegattensplittings aus. Dieses verschaffe der Einverdiener-Familie Vorteile. In der Regel sei dann die Frau nicht berufstätig. Das sei aus „gleichstellungspolitischer Sicht nicht gerade positiv“. Sie sehe aber nicht, dass eine Abschaffung des Ehegattensplittings in dieser Legislaturperiode mit dem Koalitionspartner möglich sei. (dpa, FAZ)

Es ist gut zu sehen, dass in der SPD mit Franziska Giffey einerseits eine sehr kompetente und andererseits eine engagierte Familienministerin am Werk ist. Mit der Besetzung dieses Amtes hatte die Partei bisher generell ein glückliches Händchen, wie auch beim Gesundheitsministerium. Die Gleichstellungsstrategie, die Giffey hier vorgestellt hat, enthält super-sinnvolle Zielsetzungen. Wie dann die Umsetzung genau aussehen wird muss man sehen, davon hängt natürlich die endgültige Bewertung ab. Aber die Stoßrichtung ist klar benannt und geht absolut in die richtige Richtung.

7) What the Lincoln Project Ad Makers Get About Voters (and What Dems Don’t)

How has one renegade super PAC managed to trigger Trump and his allies so thoroughly? Part of it is surely frustration that a group of Republicans would issue a full-throated endorsement of Joe Biden. Part of it is skill: The Lincoln Project ads are slick, quick and filled with damning quotes and unflattering photos. But part of it might just be that Republicans are better at this than Democrats. Trump may sense that these ads are especially dangerous because they pack an emotional punch, using imagery designed to provoke anxiety, anger and fear—aimed at the very voters who were driven to him by those same feelings in 2016. And history, even science, suggests that might in fact be the case—that Republicans have a knack for scaring the hell out of people, and that makes for some potent ads. [...] The secret of fearmongering is a willingness to go there, and that’s where the Republicans of the Lincoln Project might have an advantage over Trump’s left-leaning opponents. The group’s founders aren’t calibrating their ads around a Democratic base that mistrusts the military, delves into nuance or shies away from causing offense. That leaves ample room for dog-whistle symbols that range from clichés to horror-movie tropes: One ad accuses Trump of being played by China and ends with the image of the White House, the entire screen tinted red. Das Problem beim "getting" der Wähler ist nicht so sehr, dass die Strategen der Democrats zu blöd dafür wären, sondern dass ihr Elektorat schlicht anders tickt. Erinnert sich noch jemand an die Vorwahlen 2015, als Jim Webb versuchte, die Herzen der Wähler zu erobern? Der Mann trat im Endeffekt genau mit der oben beschriebenen Strategie an. Damit hätte er in den 1980er Jahren sicher punkten können, vielleicht auch noch in den 1990er Jahren. Aber in der Partei von heute ist damit kein Blumentopf zu gewinnen. Die Never-Trumper visieren eine sehr schmale Wählerschicht an. Das tun sie auch effektiv, aber wir reden hier von 1-2% derjenigen WählerInnen, die auf Bidens Seite zu ziehen sind. Man sollte sich hüten, das zu verallgemeinern. Dieser Trend, nur in republikanischen Wählern echte Amerikaner zu sehen, die irgendetwas zählen, ist aber bedauerlicherweise sehr weit verbreitet und ein tief eingegrabenes Klischee.

8) Democrats can't afford to let former Republicans co-opt the party

It follows that it will be critically important for a Biden administration — if it cares to keep the Democratic Party in power — to both address the growing concerns about bigotry and restore economic security. Attacking racism is plainly popular and necessary, and what's more, as Bouie rightly argues in another article, egalitarian economic policy is vital for fixing the problem of police brutality and mass incarceration. On the other hand, failing to fix the coronavirus depression (as President Obama failed to fix the Great Recession) leaves open the future possibility of a more skilled and competent demagogue following in Trump's footsteps. If unemployment and production are still in the toilet in November 2022, Biden and the Democrats will be blamed for it. Figures in the Lincoln Project are suitable for neither of these tasks. Before their dislike of Trump got them crosswise with the conservative mainstream, they were committed Republicans who generally disliked if not hated Barack Obama, and pushed austerity and deregulation — precisely the opposite of what is needed to fix the economy. Indeed, Steve Schmidt, one of the groups co-founders, was John McCain's senior strategist for the 2008 campaign, and convinced him to pick Sarah Palin as a running mate — the most important forerunner for Trump's brand of emboldened stupidity. Stuart Stevens, an adviser for the organization, was similarly a senior strategist for Mitt Romney on the 2012 campaign, which eagerly sought and received Trump's endorsement. Others have done worse — Ben Howe, reportedly the project's video whiz, once boasted on Twitter that he would have shot Michael Brown of Ferguson himself if given the chance. Howe now says he regrets those comments, as does Stevens, but these are still not particularly credible messengers for either economic populism or racial justice. Man muss sich, um Fundstück 7 aufzugreifen, auch davor hüten, die Leute vom Lincoln Project im Speziellen und die Never-Trumpers im Allgemeinen als Verbündete zu betrachten. Sie sind, um die Sprache des Ersten Weltkriegs zu benutzen, allenfalls assoziierte Mächte. Man hat denselben Feind, aber man ist nicht zwingend auf derselben Seite. Stephen Colbert hat das ziemlich deutlich gemacht, als er dem ehemaligen GOP-Strategen Rick Wilson, der maßgeblich am Lincoln-Project arbeitete, eine Falle stellte und das Unternehmen heftig kritisierte. Die unbedingt notwendige Distanz, an der es in den vergangenen Wochen etwas mangelte, wird gerade wieder hergestellt.

9) Komplexität auszublenden ist totalitär 

Straßen umzubenennen, sei eine heikle und schwierige Angelegenheit: In der Debatte gebe es zwei Extreme, sagt Rödder. Auf der einen Seite gebe es die Vorstellung, dass etwas immer schon so gewesen sei und nichts verändert werden dürfe. „Unser Stadtraum als unveränderliches Museum ist das eine Problem.“ Das andere sei der „Bildersturm“. Da gehe es dann nicht nur um Hindenburg. „Jeder, der irgendwie rassistisch oder frauenfeindlich war – da bleibt kein Mann aus der Weltgeschichte im Grunde mehr übrig.“ Die Auslöschung der Erinnerung, von Widersprüchlichkeit und Komplexität der Geschichte sei die Vorstellung, dass man eine neue, ganz reine Welt schaffen könne. „Das ist im Kern totalitär“, sagt Rödder. „Wir müssen ein vernünftiges Maß und eine vernünftige Mitte dazwischen finden.“ [...] Als weiteres Beispiel nannte der Historiker ein Quartier in Mainz, das nach Jagdfliegern benannt sei. „Was machen wir mit Richthofen, mit Möllern?“ Das seien Jagdflieger im Ersten Weltkrieg gewesen, die in ihrer Zeit als Helden galten. „Wir würden heute sagen, für uns sind das natürlich keine Helden mehr.“ Aber müssten die Straßen deshalb umbenannt werden? „Oder können wir das historische Erbe annehmen?“, so Rödder. Ich kann dieses Strohmannargument auf den Tod nicht ausstehen, wo jemand zwei Extreme skizziert und dann Maß und Mitte fordert. Das ist immer mehr Selbstinszenierung als Argumentation, denn die Extreme vertritt ja praktisch keiner. Ein historisches Erbe anzunehmen ist absolut wichtig, aber genauso gut kann ich das umdrehen: Nehmen wir das historische Erbe an, erkennen etwa die Problematik von Luftwaffe-Jagdfliegern im Zweiten Weltkrieg, und benennen um. Denn ja, Straßen (und andere Einrichtungen) umzubenennen ist heikel und schwierig. Deswegen stellt man für so was HistorikerInnenkommissionen auf und diskutiert es dann ausführlich in den entsprechenden Gremien (meisten den kommunalen Institutionen). Aber ich habe darüber ja schon mal geschrieben.

10) We Asked a Military Expert to Dream Up a U.S.-China War. We Wish We Hadn't.

The biggest diplomatic and political challenge that both countries face will probably be finding a way for the other side to give up while maintaining its “honor.” No one benefits if this war becomes a struggle for regime survival, or for national prestige. [...] The prospect for US conflict with China in the Asia-Pacific depends on a basic appreciation of the changing balance of economic and military power. World War I could not change the fact that Germany would remain the largest and most powerful state in Central Europe. Similarly, war is unlikely to change the long-term trajectory of Chinese growth and assertiveness. [...] A key to peace involves the re-establishment of productive economic relations between China, the United States, and the rest of the Pacific Rim. Regardless of how the war plays out, it will almost certainly disrupt patterns of trade and investment around the world. If either side decides to attack (or, more likely, inter) commercial shipping, the impact could devastate firms and countries that have no direct stake in the war. However, the governments of both the US and China will face strong pressures to facilitate the resumption of full trade relations, at least in consumer goods. China will not find it difficult to reconstruct war losses. Even if the United States effectively annihilates the PLAN and the PLAAF, we can expect that the Chinese shipbuilding and aviation industries will replace most losses within the decade, probably with substantial assistance from Russia. Indeed, significant Chinese war losses could reinvigorate both the Russian shipbuilding and aviation industries. Moreover, the war will, by necessity, “modernize” the PLA and PLAAF by destroying legacy capability. A new fleet of ships and planes will replace the legacy force. War losses to trained personnel will hurt, but the experience gained in combat will produce a new, highly trained and effective corps of personnel. This will lead to better, more realistic training for the next generations of PLA soldiers, sailors, and airmen. Win or lose, the Chinese military will likely be more lethal a decade after the war. Was man aus dieser Einschätzung (der Artikel ist noch länger und ausführlicher und lohnt sich!) klar erkennen kann ist der Grund, warum es zu einem kriegerischen Konflikt zwischen den USA und China kommen könnte. Zwar sind die Folgewirkungen vor allem auf wirtschaftlichem Gebiet für beide Seiten verheerend (und für uns dann auch, selbst wenn wir keine Kriegsparteien sind), aber das galt 1914 auch. Damals waren beide Seiten auch bereit, den Schaden hinzunehmen. Eine ähnliche Dynamik ist hier erkennbar. Für China lohnt sich der Konflikt schon alleine deswegen, weil man danach relativ zu den USA in einer besseren Position ist, absurderweise sogar, wenn man den Konflikt verliert. Die Franzosen wissen, wie sich so etwas anfühlt; sie waren 1939 in einer relativ schlechteren Lage, obwohl sie 1918 gewonnen hatten. Und für die USA steht, natürlich, die nationale Ehre auf dem Spiel, ein Argument, das schon in der Römischen Republik gezogen hat, um die Legionen hinter die Donau zu schicken.

11) The Republican coronavirus meatgrinder

For months now Republicans have been positing a tradeoff between pandemic containment and the economy, as if we just cancel the lockdowns then everything can go back to normal. What they stubbornly refuse to understand is that the virus is the problem. As we are seeing, even in this benighted country a critical mass of people will not go about their normal activities if they are afraid of catching a dangerous disease. Similarly, Sweden did not officially lock down, and as a result it has suffered six-12 times as many deaths as its Scandinavian neighbors — yet its economy took just as bad a hit as theirs. Now that Norway, Denmark, and Finland have contained the virus and are reopening safely but many Swedes are still staying home, the economic damage will be even worse in relative terms. From the start it has been obvious that Donald Trump would not do anything serious about the pandemic. He has never before faced a problem he could not squirm out of by lying, BSing, whining, or blaming others. He is neither interested in containment, nor would he be capable of doing so even if he were. What matters to him is appearances, specifically coverage of him on cable news. Thus his constant chatter about slowing down the rate of testing so that he won't look bad. And the rest of the Republican Party, because it has become a cult of personality atop an oligarchy, has no choice but to defend whatever he happens to say. Businesses and schools will simply not be able to open back up this fall without a major containment effort. Trying to bludgeon them into doing so will merely create more outbreak clusters and force them to close right back down again. Which is why that is probably what is going to happen. Abgesehen davon, wie sehr die Pandemiepolitik bestätigt, dass die Republicans eine katastrophale, fundamental regierungsuntaugliche Partei sind - solange dieser Zustand anhält, ist wirklich schwer vorstellbar, dass Trump die Wahlen im November gewinnen kann. Die Frage ist, ob dieser Zustand anhalten wird. Vorstellbar ist einerseits ein Richtungswechsel, andererseits aber ein Wandel in der Bewertung durch die Wählerschaft. Es ist nicht eben unrealistisch anzunehmen, dass im November die Todeszahlen des Zweiten Weltkriegs erreicht sind, aber eine Abstumpfung stattgefunden hat. Darauf setzt die GOP bei ihrer Politik ja, das sprechen ihre PolitikerInnen ja offen aus: die Leute sollen sich an das leben mit dem Corona-Tod gewöhnen. Das widerwärtig-zynische Kalkül könnte aufgehen.
